DIRECTOR / REGISTRAR

Peter Gallus

Mr. Gallus has an extensive background in Labour Relations and Mediation. He has been the Manager of the Board's Mediation Branch since 1994 and in that capacity regularly mediates matters before the Board. Mr. Gallus joined the Board in 1985 as a Labour Relations Officer and then worked as the Registrar of the Pay Equity Hearings Tribunal and the then "Human Rights Boards of Inquiry" from 1990 to 1994. Prior to joining the Public Service he was a Union Representative in the University sector and at the CBC.

Catherine Gilbert

Catherine Gilbert joined the Board as a Labour Relations Specialist in 2004. She has an undergraduate degree from the University of Toronto (1983) and a law degree from Osgoode Hall Law School (1986). After working in private practice, Ms. Gilbert spent four years with the Canadian Civil Liberties Association as Projects Director. She then joined the CAW-Canada Legal Department where she worked for ten years before joining the Board.

SOLICITORS

Voy Stelmaszynski

Mr. Stelmaszynski has been a Solicitor at the Ontario Labour Relations Board since 1997. Prior to joining the Board, he was Legal Counsel to the Office of Adjudication, a Ministry of Labour agency responsible for employment standards and occupational health and safety appeals, and a Solicitor at the Ministry of Housing. He has spoken at a variety of conferences on employment standards and health and safety issues. He is an executive member of the Public Sector Lawyers section of the Ontario Bar Association and a member of the Society of Ontario Adjudicators and Regulators (SOAR), where he serves on several committees to support the administrative tribunal community. In 2007 and 2008, he was Co-Chair of SOAR’s annual Conference of Ontario Boards and Agencies. Mr. Stelmaszynski was the recipient of the 2003 Ombudsman Ontario Public Service Recognition Award.

Leonard Marvy

Leonard Marvy has a B.A, M. Ed and LL.B (Toronto, 1989). He has been a solicitor at the Ontario Labour Relations Board since September 2002. Prior to working at the Board he was senior counsel at Management Board Secretariat, where he worked from September 1994 conducting litigation before various boards and tribunals, and providing advice and opinions on a wide range of public sector labour relations issues. Prior to MBS, he worked in the Ministry of Community and Social Services legal branch and as a policy analyst. Before his legal degree, he worked in the broader public sector in the children's mental health field. He has published articles in the Journal of Law and Social Policy, the Labour Arbitration Yearbook and in the Canadian Labour and Employment Law Journal. He is also co-author of a book, Ontario Public Service Employment and Labour Law (Irwin Law, October 2005).
