Members of the Board - Field Services
Mr. Kearns joined the Board in September 2005. He is a graduate of the University of Winnipeg (B.A. Honours, 1995) and Osgoode Hall (LL.B., 1999). After his call to the Ontario bar in 2001, he practiced labour law as an associate of a Toronto law firm, acting on behalf of trade unions at the Board and in grievance arbitrations.
Patricia S. Bucik
Ms. Bucik joined the Board’s Field Services in November of 1990. Prior to coming to the Board, Ms. Bucik was employed in the Labour Relations Field in the grocery retail/distribution industry.
Ms.Eisenberg has been with the Board as a Labour Relations Officer since January, 2007. Immediately prior to coming to the Board she worked at the Ministry of Labour-Legal Services Branch as a Provincial Prosecutor and a Case Manager with the Crown Law Office-Civil Division.
Jennifer Evans previously worked in Negotiations with Management of Government Services and has previously held mediation positions in the Provincial Court of Ontario, the Human Rights Commission and Financial Services Commission before embarking on work in the labour relations field. She has a Masters in Social Work and has studied in the Masters in Industrial Relations program at University of Toronto. She has previously been an executive member of the Alternative Dispute Resolution Association in Ottawa and has an advanced certificate in mediation from the Osgoode ADR program.
Ms. McPhee joined the Board's Field Services as a Labour Relations Officer in May, 1998. As a Labour Relations Specialist (Construction) her primary responsibility is to mediate issues in the construction industry. Ms. McPhee is a graduate of the University of Western Ontario (LL.B., 1984). Prior to joining the Board, she held a variety of positions with trade unions.
Luiza Monteiro graduated from the University of Toronto with an Honours degree in Political Science, and obtained her law degree from Queen’s University in 1992, followed by her call to the Ontario Bar. She practiced labour law as an associate of a Toronto law firm, acting on behalf of trade unions at the Board and in various other labour and employment-related settings. She commenced work for the Board in June 2002 as a Senior Mediator (Labour Relations Specialist), Construction.
Mr. Wright joined the Board in May, 1998. He is a graduate of the University of Western Ontario: B.A. Honours (Philosophy, 1980), M.A.(Philosophy, 1981) and LL.B. (1993), and York University: LL.M. program in Alternative Dispute Resolution (2000). Prior to joining the Board, Mr. Wright practised labour, employment and school board law as an associate of a Toronto firm.
Ms. Beal joined the Board's Field Services in December of 1997 and has been a Labour Relations Officer since 2004. Prior to coming to the Board, Ms. Beal was with the Ministry of Labour's Employment Standards Branch. She graduated from Carleton University with a B.A in Labour Studies.
Prior to joining the Board in 2015, Paul worked as a Consultant at one of Canada's largest financial institutions, where he advised on employment, labour, and human rights law requirements, risk mitigation strategies, and HR policies and programs. Paul also has extensive experience in alternative dispute resolution, having worked as a Mediator in the Labour Program at Employment and Social Development Canada. He holds an undergraduate degree from McMaster University and Master of Business Administration (MBA) from the Schulich School of Business at York University.
Vincent Martins first served the Board in the year 2000 as part of a shared services unit for the Ministry of Labour. In 2015, he returned to the Board as a Labour Relations Officer after a career as a Legal Worker for the Workplace Safety and Insurance Appeals Tribunal, Human Rights Officer at the Ontario Human Rights Commission, Employment Standards Officer for the Ministry of Labour and Senior Review Officer at the Pay Equity Commission. He is trained in Alternative Dispute Resolution and Interpersonal Mediation.
Sharon Naipaul joined the Board in 2014. She is a graduate of Western University (J.D., 2010). While at Western she was the recipient of the Labour Law Achievement Award. She also spent four months working for the International Labour Organization in Geneva, as recipient of the Robert White International Law Internship Award. Prior to coming to the Board, Ms Naipaul worked in private practice for a number of years at the labour and employment firm Cavalluzzo in Toronto. Immediately prior to joining the Board, she worked at the Ontario Public Service Employees Union.
Karima Shamji-Chatur has been with the Ministry of Labour for 18 years. Prior to joining the Board, she was with Legal Services as a Provincial Prosecutor prosecuting Occupational Health and Safety and Employment Standard Cases. To add to her experience with the MOL, she also worked for the Office of the Children's Lawyer and had her own private paralegal practice involving family law, civil litigation, real estate and criminal law.
Eden has worked with the Board since May 2012 and joined Mediation Services in February 2013 as a bilingual mediator. She graduated from the University of Toronto with an Honours B.A. in Employment Relations (2009) and an M.A. in Labour Studies from McMaster University (2011). Prior to joining to the Board, she was with the Ministry of Government Services.
Carolyn Tysoe joined the Board's Field Services in January 2008. She has a B.A. Honours from Dalhousie University (2002) and an LL.B. from Queen's University (2006). During law school she was awarded the Reuben Wells Leonard Prize in Alternative Dispute Resolution (2005). Prior to coming to the Board, Carolyn worked in policy at another Ministry and articled with a law firm in Ottawa.
Originally from Timmins, Ontario, Mr. Michel Perrier has been working at the Ontario Labour Relations Board since February, 2001 as a Bilingual Labour Relations Conciliator. Travelling across the province, Mr. Perrier is responsible for the conduct of certification and termination votes in accordance with the Board's rules and procedures. Before working at the Ontario Labour Relations Board, Michel was employed as a union business representative.
Ryan Gilhooly has worked at the Board since October 2010 and joined Mediation Services in January 2012 as a Labour Relations Conciliator. As a Conciliator, Mr. Gilhooly is responsible for conducting certification and termination votes across the province and ensuring that votes are fairly and properly held. Mr. Gilhooly graduated from Brock University with an Honours degree in Political Science in 2008.
